Is new add-on preformance attachment acceptable
I am wondering if yet new technology deliverable by a new add-on performance attachment is acceptable if it helps win a race?
In case it does help a team win, or even if the team does not win, can a team employ a yet new "fins" type attachment without disqualifying in some or all races?
I assume some (important) races do not allow such added advantage that needs to maybe accessible to all racers.
Thanks for informing me about existing obstetricals to unfair competition as well as new technology welcoming races where we can reach for such teams.

Which part is confusing? The question is in other words "How does a team adds a new innovation without being disqualified for adding such advantage?"
I am told that in some races a team can not add new FINS to a hull, yet there are races where such advantage can be added — so I am trying to find out which races we can try for showing the advantages of the fins in the invention.
(For example, I was told the APBA will not allow this)
