I've been there plenty of times and stayed many places so here's the deal.
If you stay anywhere that you can see the race course, you'll pay through the nose. Rent a car or better yet a scooter and go where ever you want to watch the races.
Mallory Square or the bar at the Pier House is a great place to watch from.
As far as places to stay, my buddy stayed at the Atlantic Shores Motel last year and got more than he bargained for. It's on the water and has a long pier with a bar that became known as the cock dock. Plenty of naked men and a few women too.

Last year and again this year we are staying next to the Casa at a 2 bedroom, 2 bath condo for about $2000 for the week. http://1800atlantic.com/
Word of advice, try to book now before they realize it's race week. Otherwise prices are higher.
Finally, if your flying in. Go to Ft Lauderdale, not Miami. It's a nice small airport. From there get a small plane to KW or just rent a car and enjoy the 3.5 hour drive through the keys. It really is worth the trip.
See at the Scooter races, unless Glass Dave wimps out again.
