So OSS does not require sealed or certified engines?

Vinnie:

They do. But the process is more streamlined, more cost effective, and less profitable for the trucking industry, for instance.

"Engine Seals
All engines must be certified and sealed according to procedures established by OSS.
Only Mercury Marine or Innovation may certify and seal their respective engines. It
is the racer’s responsibility to have their engines inspected and sealed. If seals are
broken, or the engine must be “freshened” or repaired, the engine must be re-certified
at Mercury Marine or Innovation. Broken or missing seals can result in disqualification and other penalties."

So say your HP525 is already sealed by Merc: No reason to crate it up, send it down to Florida, and truck it back to you. This rule was especially popular with our West Coast brothers. Save the Seals!

Mark: They do. Don't get any ideas
