Watching St. Clair offshore races from the water???

I know this is probably a dumb question, but regarding the St. Clair river, BWORA offshore races. Are you allowed to be on your own boat, on the river while the races are going on?
I see boats out there all the time, but I didn't know if they we related to the racing, they usually sit in the middle, and racers pass on the outsides.

the boats in the middle of the course are rescue/medic boats, boats on the outside of the course are the patrol/course worker boats to keep spectators at a safe distance. if you have a suitable boat or skills you may be able to volunteer and have one of the best seats in the house

There are a couple of water hazards that volunteer boats mark for us. They get a pretty good view
