Grand Haven Municipal is probably your best option.

http://www.grandhaven.org/recreation...d-boat-launch/

Municipal Boat Launch
Harbor Island (west off US-31, south of the drawbridge)
Grand Haven, MI 49417
616-847-3479

When you come over the drawbridge, you will turn right onto Coho and the municipal launch is on your right after you cross the RR tracks.

The Municipal is definitely your best bet. Unless you feel like venturing through Lake Mich a little bit then launch in Port Sheldon.

+1 FYI. When you launch, make sure you go out to the center of the river (North) before heading east or west.
