Big water tabs down a little or find sweet spot and mark it use most of the hull to catch the span of water just my 02!

I think he was running to loose , 2 to 3 footer's in a 38 is considered flat water by most ocean boater's and should have NO problem running that 38 in that water .
try running a cruise speed of 60 to 70 mph mite work better for your boat and power and tighten her up some ,

They can handle rough water no problem. They do not require as much trim as other boats. He probably had boat trimmed too much riding on the pad. Once you get up to 55 or 60 the boat comes alive and you can ride on top of them rather than banging through them.

My boat is a little different. And I had the same problem first time I ran in rougher chop. My boat seems to like flat, and or decent water. 2-3' +. Haven't been in much bigger. But it HATES little 1-2' chop. Boat bangs a lot. But once you start airing out and running ontop it likes it. Like 82 said... after 55-60 the boats alive. Coming from a cafe racer to my boat, I feel like it's a race car. You have to drive the boat. Much more fun than point and shoot.
