Houseboat Insurance????

Houseboat Insurance????
My buddy has a 1979, 45 foot Stardust with a steel bottom. The block is cracked and he can't get insurance until the motor is fixed. The boat never moves. It is anchored to the marina and is his "lake house". Anybody insure this boat with the motor not being functional?????
