The shortest easiest way would be
I -70 West to IL 121 - Exit 119
121 West will take through Greenup, Toledo, and into Mattoon.
Follow 121 West through Mattoon towards Decatur.
4.5 miles west of Mattoon you will turn left onto Bruce- Findlay Road (County HWY 4 / 800 North) It's marked Lake shelbyville . This is at "Coles", Can't miss it for the large grain elevators.
Continue west 7.5 miles. at the stop sign, go straight, crossing Rt 32
Continue 6.75 miles to CR 2200 East and the the Eagle Creek entrance.
You will save at least 1 hour vs. going I-74 then coming south. It is all good 2 lane highway from exit 119 to Eagle Creek. I'll PM my phone if you need assitance.

It is a public state owned park and IMHO has the best ramp on the lake with plenty of parking available. It is open to anyone and has no ramp fee. It is located in the center of the lake and is central to everything. As a word of caution, when navigating the channel up toward the North East end. There is a marked hazard shallow area in the center followed by channel markers from Bo Woods to Sullivan Beach. Just a heads up, as that is the way to Skeeters at the Sullivan Marina. The only bar on the lake.

We boat the Kaskaskia pretty regularly. I have friends that boat Kincaid and really like it. I have never been.
Anyone hit Kinkaid(you may need to excuse the spelling)? I haven't been there in a couple of years. We also try to run the Kaskaskia River once a year(from Chester IL on the Mississippi then up about 5 mi. to the lock and dam on thru and up the Kaskaskia about 30mi.(maybe) to a little bar at New Athens on the water.
