Will a single axle simi truck pull a 36 nortech up a boat ramp?

Depends on the ramp. A Ford Ranger would do it on some.
Others might need a D55 cat.

I use a sport chassis when I pulled the boat out of the water last weekend on a wet slippery ramp it never even spun the tires!

I will have the answer to your question in a week. I am taking my Talon to Havasau for the Desert Storm run with my International single axle tractor. First time pulling it. I hope it works out. My Kodiak 4500 pickup had no problem so I hope this is a good decision to change tow rigs. I do still own the Kodiak but the overall length is 67' 10 inches and my seasonal wide load permit only supports 65 ft. in California. This was the latest towing problem while pulling thru a scale. I need to pass by the scale on the way to the delta so my new to me tow rig combination is 64' 10".

So I have to stop at weight stations? How much was your seasonal permit?

Did it pull it up a wet ramp?

I used to pull a 20 thousand pound boat up a steep ramp daily with a 1/2 ton conversion van . Grow a pair.

Will not know for two days. Heading out now. Was Mr. T in that conversion van with you? That would explain the extraordinary traction and towing capability.
