I can only assume that it's because it is required by the CG to be equipped with a horn (sounding device), and this spot was chosen not to interfere with the exterior styling of the boat.
Which it would, (interfere with such clean looking lines)!

Bouy, I think he means the warning horn for the motors, not an air horn... it would be a bad spot for an air horn.

It looks just like an air horn that I had on a previous boat.
I would think an underdash mount buzzer would be adequate for a motor alarm.
