Honestly, don't spend $25K on a twin engine 28 Pantera unless you plan on spending at least another $25K to get it in good shape. I've done that before with a similar boat and it was the worst financial decision I've ever made. If your budget is $25K then do yourself a favor and at least limit yourself to a 24-27ft boat with a single engine that runs and is balanced well.
I think that boat is really a 79 or an 80 as it has the twin rear hatches and Pepe only did that on 79 and 80 models.
