Default Headliners - Come undone?

2003 Boat - cabin headliner is coming loose around all edges. I have re-sprayed and always comes undone.

The big question is, will a new one fix it?
...Will it come undone too?

It seems to me you can have 2 issues there. One is a glue failure - if it is the glue I would try sanding the place where it is coming loose and then re- glue it. The second is a backing failure - the back of the liner is dry rotted and even if the glue is good it is just going to keep coming loose. Either way, if done right and there is no leaks, etc. in the hull then a new head liner would fix the problem.

Do they typically go around and remove old glue before they replace the headliner?

Yes - they remove the headliner, scrape the heavy stuff off and then sand it with about and 80 grit paper to rough it up for the contact cement.
