Looking at a buddies boat, stringers bad

33" twin engine boat, 1995 model, generally a nice boat, but one of the stringers is rotten. Suggestions? HE kept it up nice, but apparently previous owner did not.

where is the stringer rotten? I have seen people cut the top off the stringer dig all the rotted wood out and then pour fiberglass and resin mix back in the stringer.
