Default Air in hydraulic steering

The steering on my 30 Scarab Sport has play I cannot get rid of. The fill spout is on top of the steering wheel housing and it appears to be full. I've done all the normal actions when filling it, but the play persists. Hopefully someone knows some easy tricks to get this topped off.

This process worked on my 525:

-fill fluid to top
-start engine(s)
-turn wheel from lock-to-lock about a dozen times, holding for a few seconds when the wheel is locked. You should see bubbles come out of the fluid in the reservoir.
-Repeat if neccessary

Good question...that's why I made sure you knew it was on a 525. Wouldn't hurt to try...

What brand is the steering system? What kind of engines? Post pictures and we will solve it for you.
