hard to start after armed up?

I have a fresh 500 cubic in. with a holley 400 hr carb,, and after it is warmed up I have to full throttle it to start. Would this be a choke or float problem?

could be both easy way to figure out is to hold the choke open and see how it starts or pull spark plugs and see if any are saturated with fuel when this happens. with the ethanol content in fuels now they generally need to be rebuilt more often.
