Default Terrible Shifting

On my 1990 22' with a Bravo I, I have replaced the cable going from shifter to linkage, and I have replaced the shifter mech itself. But when trying to shift it is "stuck" or extremely difficult to shift. When I check the cable from the linkage on the motor down to the outdrive, I can shift it by hand.

Anyone else have this issue? Something I can check in the drive? Change the lower cable (which i hear is a pain)?
