Default removing mercruiser black engine paint??

Is this paint or powder coat? whatever it is, aircraft stripper and my machine shops hot tank won't touch it. My blocks are very rusty and I want to remove the rust and left over black coating before I repaint the blocks. Any suggestions?

I don't know what it is either but one thing is 4 sure...Its tough! My machine shop only left my block in the hot tank long enough to remove grease and grime and not long enough to hurt the factory paint. Fortunately my block was still in good shape (minimal rust). Will watch for answers from some of the experienced forum on this subject. Good luck!

I got some if the strongest paint stipper that I could get at my local Ace Hardware. It took 3 times with the stripper and a pressure washer to get it off my intake manifolds.

If the block went in the hot tank then I will assume it is stripped so sand blast the thing, just be carefull around the deck and down below around the main journals and when your done make sure it is cleaned like 19 times to get ALL the sand out.
