Trailer hitch question

My current hitch reciever has a dip of maybe 2" to lower ball closer to ground.
The new boat now sags in front, not level.
Question: can I flip the reciever upside down and have the dip go up 2" or do I need a new one. Hope this makes sense, hard to explain.

Most ball mounts are designed to be used in the "up" or "down" position. There are some, however, that are NOT designed to be used in both directions. Typically, if they are only designed to be used in one direction, there will be some sort of sticker or stamping letting you know. If you are still not sure...contact the manufacturer.
