Forward sag is not necessarily due to receiver height. You need to be sure your tongue weight is right with your boat on the trailer. Tongue weight should be 5-10% of gross loaded weight. If more than that, then you could be in a dangerous situation to where loss of control down the highway; or persistent tire blow outs could be a problem. If tongue is good, then monkeying with the reciever is the last step...
