Default Water Penetration

I have a center console with relatively low freeboard. It drives me crazy that water comes in when stopped or at dock through the scuppers. An easy but not so smart a fix is a stopper on the inside but if in heavy seas or a rogue wave, not so bright and could possibly get a "Darwin" award for swamping. Any ideas? Is there a scupper with rubber cover that lets water out but not back in similar to on the exhaust of Pursuits? Thanks.

Here is what the Coasties use... it is really just a tube of fabric but it makes it hard for the water to travel up into the boat, and also doesn't restrict outflow.
