Thunderbolt IV trigger voltage question

What voltage should the Thunderbolt IV module supply the distributor? I am getting about 4 VDC, and the trigger is not switching when I turn it.
Found this out because I was getting no spark anywhere...

Distributor is shot...
wht/red terminal to gnd, 15 Ohm.
wht/red wire on terminal, 4V
wht/red wire off terminal, 12V
wht/green wire to gnd, coil sparks like crazy.
Oh well, a shiny new MSD is in my future...

There is a little slop in the bushing, and 2 cap screws are busted off in the base.
I have spent enough on this d&mn thing that the pickup is tempting, but...
