No.
Strapping 90 degrees off the direction of movement is a waste of time. If you had a problem, the boat would still move. Those straps are rated for a static load, not dynamic. Once the boat started moving, it wouldn't stop. Those straps would pop in a heartbeat.

i do it over the nose like that but use 3/8 chain so it wont break
it is a little tuff on the paint.
