Shift cable through transom assy.?

I've got a mechanic telling me that threading the shift cable through the transom assy. on my volvo sx drive is taking a lot of time. I'm not a mechanic myself but that sounds like BS. Is he being up front with me or trying to stall / rip me off?
Shouldn't the shift cable pass easily from the engine compartment through the transom assy? Currently the drive is off which, in my mind, seems to make the task even less dificult.

It goes through the transom assy and then through a hose. Sometimes it can bind up in the hose, I had one that was not going but I just kept trying and finally it went. He probably spent time on it and just got frustrated and moved on to another job. Drive on or off doesn't matter. Good luck.
