Can 5psi be reliable on a non-magnum 454?

It can be fine on a non mag if the boost is done in moderation & its installed properly.. If you go too high on the boost or set it up wrong then yes problem city!

The original owner of one of my Panteras ran an M-1 with intercooler for 3 years on a 7.4 with no problems.
Jamie is right, if you set it up properly they will last. Just make sure you keep the boost down.

If you stay out of the boost (ha ha) you will be ok for a season or two.
Change oil often at the first sign of consumption even if that means 10 to 15 hours.
At the end of the day the weakest link will break, non magnum bottom end cast crank, etc. Bravo drives don't like HP. I have had many a mechanic say no problem as they see the dollar signs($$$$$). Cha Ching
My expieriance is plan on an engine rebuild with modifications and a drive upgrade.
My two cents. Good luck.
I have a modified 454 mag with M3SC@7lbs boost. Drives were a problem went B-Max so far so good did an engine rebuild and modifications after 1st season getting fuel in the oil.

For comparison look at the Merc HP525SC. It's a 454 and runs about 5 pounds boost. It is known as a good trouble free package. Vast majority ran Bravo 1 drives. Now look at the engine's internals...forged crank, forged low compression pistons, good rods, rollor rockers, Inconel exhuast valves...

If you are injected plan on a re-program and new injectors. I up graded a 7.4 to mag internals, 5psi m-1 and then some. The drive just failed (9000# boat) and I have detonated twice. Facing another re build after one season, my problem as I re programed three times and did not have big enough injectors, MY BAD. If you are carbuerated it is less complex and easier to tune. My drive shower saved the top end however the bottom went out, gear floor in a 98 drive is weak.

At 600-650 HP you will run into problems with internals primarily the crank. A non forged crank will begin to oblong itself at these numbeers, mine did. No other problems just the crank couldn't handle the torque, all other components were fine to that point. Two seasons it ran until that probably 100 hours or so.....
