Unhappy finding info on a boat owner

Help!!!! I bought a boat from a person in missouri.I live in maryland.I went to register the boat,NOW they give me a paper that the person I bought the boat from has to fill out.Name address driver lic number and date of birth.Does not have noterized.Tried to contact the person that I bought it from and am not having any luck.Does any one know how I can get this info on line.I have owned may boats and never had a problem,this is nuts.I do have the title for the boat and trailer in my possesion. Thanks for any help. JOHN

This search gives me the best results for recent addresses and telephone numbers.

Not sure how to get drivers license info. Does the DL number need to be "accurate?" I can't believe that MD DNR would check that information and the DL number isn't needed to title an out of state trailer with MD MVA.

I'm assuming DNR wants that info because you didn't present a notarized bill-of-sale from the previous owner to you when you went to the DNR office....
