Look for a small "puck" glued to the bottom of the bilge.

Most likeyl, the "puck" has popped loose. Mine seems to pop off about once a year. It gives the same 0 reading when it does.

I think i found this puck style sender just in front of the motor. It seems like this is supposed to be a through hull style and the bottom of the boat is painted with bottom paint. Could this be why its not reading because it can't see the water?

No bottom paint will not disturb the signal. You need to pull it out and make sure there is mineral oil between the puck and hull. If there is a void it will read the distance to the hull only.
