I'm doing quite a bit of spring tuning/cleaning on the boat this summer. One being belt replacement. I have the v-belts yet. I chose to get my belts matched up to some automotive good year belts, vs paying a million dollars for merc's. Belt tensioning is usually pretty straight forward. But I havn't figured out how to efficiently tension the sea water pump belt. The tensioner idler wheel is a muther. Even with a buddy there pulling up on it we didn't get it tight. What's the trick?

Second, i was a dumbass and didn't pay attention to which hose went where on the sea water pump. I have a regulator set up on mine. That is on the bottom, and it appears the fresh water in is on the top. That correct? Thanks.

You don't pull up on it.

Loosen the nut on the tensioner a little. The bolt the nut is on has a 5/16(I think) head made to put a socket on. Use a 1/4 drive socket wrench and turn it to adjust the tension. While holding it tight, tighten the nut.

from what i saw it just looked like some sort of flat head with a star washer on it. Yes it has a nut that i loosened. Maybe i didn't look close enough at it. It just seemed to me a nut you tightened when you pulled the pulley into position? But what do i know, that's why i'm askin. Can you give me more details? How does turning the bolt move the pulley up?

The center 5/16" hex head is the adjustment. It has gear teeth on the back side that move it up and down when you turn it. Once the correct tension is acheived, hold the 5/16 head with a wrench, then tighted the 9/16 lock nut.

It's a 5/8 locknut. And the water line from the drive should go in the top of the pump and the line out to the oil cooler goes to the bottom fitting.

#30 is the special bolt with a gear on the back and 5/16 head on the front. There are teeth on the back of elongated slot and the gears on the bolt mesh with them and move the entire tensioner pulley up and down the slot. You only need to loosen the nut #33 a little bit, then turn the 5/16 head with a small socket wrench. When you have the correct tension--pretty tight--tighten the nut(#33) while holding the tension with the small socket wrench.
