Exclamation IMCO inner transom plate conflicts with steering lever?!

I just found out that my inner transom plate is broken and needs to be replaced (Bravo). I found IMCO's HD one MB-12-N but it seems it would conflict with the steering lever.

Is there any way to remove the steering lever and replace it with some sort of spacer instead?

I have always hated to see that unused lever but never really had any reason to remove it.

There is another pic of the transom plate in the may edition of Powerboat Mag page 57 (Rigging of an Eliminator 27 Daytona).

I cut my stearing lever short and used it as its own bushing.
