fuel pumps buy race pump with there reg only 15 lb push rod pressure and the simplest install I have ever done (fittings on top not bottom) and has the most flow I have seen http://www.racepumps.com/index.html

I also ran a bleed off # return to tank line they said I did not need it but I liked the idea of cooler fuel and I seem to worry about the ethinol seperating from the gas this may help stir it up but I have no facts just what I here at the ramp and parts store

There's no diaphragm so there's no need for one. The diaphragm is like a balloon- it can't have pressure on the atmosphere side or it won't pump- so, it needs a vent. The only reason the vent tube is required bu USCG is if the diaphragm ruptures, the fuel will be contained. If a seal failed inside of a positive displacement pump, fuel wouldn't leak.
Example- USCG listed electric fuel pumps don't have vents.
