Can you paint toerail or do you need to get it pwdercoated?And if you can paint it what process do you need to do?

Not rub rail, the rail on bow of the boat, I guess bow rail.

It can be painted, but powdercoating will probably hold up better.

Or anodizing could also be good.

powdercoating would be the way to go, but I was just trying not to take the rails off the boat. If it was easy to get to and undo them, would be no problem but don't know how to get them off.

IMO painting would be better..less costly and less labor in your case. Prep is 90% of the finished product.
