There is usually a anti-syphon valve at the tank where the fuel line hooks up. It looks just like a brass fitting. Sometimes these get clogged/stuck and don't less fuel out properly. Remove it and try again.

Also, ethanol is terrible gas. If the gas is more than a month or so old I would suspect bad gas as well.

I would agree with Blue thunder _ just had to pump out 500 gal of older fuel from my big boat and replace now it runs fine. I spent 1500 bucks trying to use that fuel.
The ethanol strips any varnish from pre ethanol fuel in the fuel lines and tank and makes a gooey tar like substance that slips though or clogs most fuel filters

ok its all fixed. it needed a new disturber. i drained the all the gas just incase. went threw the carb. just kinda went threw the whole boat my self. my next question is about a prop. it has a 14X19 on it now. i talked to a tech he said not to change it. im looking for a little more top end speed. he said it is what it is. is this true?

No on the hydro foil.

Try a 17p prop of the same style you run now. You will pick up 200rpm per inch of pitch so this would move you into your necessary WOT rpm range.
