Hey Brushwolf,
Sounds like you have Bennett Trim Tabs.
I work for Bennett.
If the tabs have been worked on recently, it could be that the wires are not correctly connected to the control.
Here is the correct wiring.
Blue: Motor Forward (tabs down)
Yellow: Motor Reverse, (tabs up)
Green: Starboard valve
Red: Port Valve
If the Red and Green along with the Blue are all energized, both tabs will go down. On the back of the control, the brass is stamped, R, G, Y, B for each wire. Check the wire harness as well to make sure the wires aren't crossed.
If this doesn't solve it, you can call me at the office. Nice thing about the system is that often we can fix it at little or no charge.
