Fuel bleed question

One of my motors is a serious b@tch to get going. I always need to use starting fluid or crank it forever to get it to fire. It seems as if the fuel is bleeding down back into the tank. Would this be a carb issue (1988 454 330's stock) or a fuel pump? I'm assuming the pump (block mounted) has some kind of one way check valve but I'm just not sure. If this is the case, is there some kind of rebuild kit available? Thanks for your help.

Thanks griff, I'll have to check which way it's it's going. Once I get it going for the day, it starts fine. It's only when it's been sitting a few hours/days that it's a problem. I think the carb is a basic ole q-jet
