I have seen some cool fuel systems that have cracked the cooler and the fuel goes out through the cooler into the water for cooling. Also you have a anti drain back check valve at the fuel tank pickup. Unscrew it at the fuel tank line and see if it has an object in it or the spring messed up.

Did you fill the fuel filter with fuel before installing it?????
Take the filter off and turn the key on a few times and see if any fuel comes out the lines.

Yes I filled it first ran untill it burned what was in the filter. Also checked to see if any gas came out with out the filter on, but no gas at all just a drop or two.

while you're at it, make sure you check that your fuel pickup tube is in tact. I've had more than one break off and end up in the bottom of the tank. It's one of the first things I look for now when i have a lack of fuel issue.
