Tips for Painting assembled motor with Rust

Looking for tips on painting my 350ci motor I am pulling out to replace a ring gear on.
The motor has rust all arounf the mounting feet of the motor, exhaust manifolds are starting in places and others spots all about.
What is the best way to remove / convert/ paint the motor? What products to use? rust converters/ POR15 / Primers/ hi heat paints?
Just want to freshen it up and make it look nice and shiney

Didnt know if using POR15 or the like (pricey) would be a better choice than rustoleum or the like for preventing future rust.
What about hi heat areas such as manifolds? Ive used hi heat rattle cans on auto headers and after a few months, they always start to rust....any ideas for manifolds?

Taking the advice of J and others on here this is what I did. I taped off all openings to the engine to protect the internals and took a wire wheel to the rust spots. Then cleaned very well and shot with epoxy primer.

I use and reccomend either Dupont or PPG. I do know PPG sells in smaller sizes than Dupont. If you can find a jobber that wil mix and sell it to you in 10o/z you will get 2 good coats and be golden. You can spray anything over the epoxy.
