I would say that the tow vehicle was over the towing limits. I have an Ex. and it shouldn't be pulling a load of that size. If you remember back when the excursions were first introduced, there was a saftey recall for the tires being underrated for a full load when underinflated. Thank god for no injuries.

That boat turned out to be 40 footer Sea Ray Express Cruiser! It weighs 9 1/2 tons (19,000 lbs) That driver gotta be nuts to drive out that size and weight!

I see it all the time on the road.
Underated trucks pulling oversized boats.
Almost planted my Pete into the back of one a month ago. I was over taking him by 20 mph faster then his speed and he started to move into my lane.
Pulling a 12' wide boat with stock mirrors.
I was dancing on the rumble strips before he could finally see me.

I think as long as he keeps it as speed he can still boat..just stopping would not be a good idea..
