Hey guys i have a 1989 454 in my nova 233. it is only a season and a half old. probably around 100 hrs or so. so its well broken in. i had it rebuilt to the original 330 hp with SLIGHT BIGGER CAM. (WELL I WAS TOLD THAT) FULLY MAXED OUT IM AT 4OOO RPM AND Running in the 40s . is that all shes got or will a different prop change the performance. im currently runing a three blade

My 1990 ran in the high 50s with a 330 spinning a 23 turbo around 4600. The 496 touches low (very low) 70s spinning a 23 mirage plus at 5400

It does sound a bit slow for what you have. Hope your cam wasn't to big that it wont really kick in until after 4+ grand. Saw a lot of nice motors built way outside of the power ban that boats run in and never work how they were supposed to.
