I was just there a couple weeks ago. We launch out of Sunset Aquatic in Huntington Harbor. The "L" dock outside Parkers is now an "I" dock. One piece is gone. There is now a sign at that courtesy dock that says you can stay long enough to "dump" and that's it. It is still in some dis-repair. But if you are gonna hang out in the boat, as did another boater, probably not an issue.

We have been into Rainbow Harbor a few times and found the linear courtesy public mooring too crowded. If it is, call the Rainbow Harbor Marina at (562) 570-8636 when you enter. Let them know you want to stay for an hour for lunch at a restaurant and ask if any slips are available. If there is something open, they will probably direct you. Then you eat and drink outside the restaurant and look at your boat. Otherwise, head back south to Alamitos Bay and dock up to a half dozen places just as you enter the bay. Look at the signs as most of the dock space is reserved for commercial Duffy boats. Good times.
