The bilge coating is chipping or peeling off in the engine compartment, it's the white material with the black splatter paint. Any ideas on what to use to repair those areas?

That would most likely be gel coat. You need to figure out why its coming off. You may have bigger issues.

what year is your fountain?

It is probably paint, and was probably not prepped well before it was applied.
