Gotta hit it with a buffer and some compound. Depending how bad it may have to be wet sanded as well, but most times the buffer does the trick

if it is just scuff from the bumper no rash you may be able to get away with wiping it down with acetone then give it a polish by hand, otherwise like the other guys posted wetsand and polish.pics would help to determine the best way to help you go about it.

I've had great results with 3M super duty rubbing compound followed up with a finer finishing compound and then a glaze. I use a orbital polisher.
Be careful or you'll end up getting sucked into doing the whole boat if it really pops!

Presta Super Cut Compound is AMAZING on gel coat! We use a foam waffle pad on a variable speed buffer.
Fleece fender covers help prevent this also, and don't forget to wash them
All shined up ready for the next owner!

Who says you can't polish a turd!

Yes I am spoiled to have her on the buffer

The bilge paint usually breaks down before the exterior because it is never protected (wax) You paint is old and has become porous, which invites staining letting new oils into your oil based paint. New paint has gloss and is basically a sealer that will repel staining.
