500hp carbed thermostats

I bought this boat used 3 years ago from an estate where the owner died so I have no references.
I went to change my thermostats and was surprised at what I saw on the previous ones. When I popped the top cover the thermostats were sitting right there on top of the sleeve. I checked the parts diagrams for the 500 and it showed what I was used to seeing in my previous engines- thermostat goes down in the housing, then gasket, then sleeve and then top cover.
Can someone with experience enlighten me as to the proper install?

OEM stock HP 500 the stainless steel T stat is recommended not the brass one
from the bottom up the engine block, t stat housing, t stat, O ring, spacer, gasket and then t stat cover, lifting ring and lastly 2 bolts
current t stat for this app should be 140 degrees. .
