Best places to retire w/ your boat?

Every now and then I start thinking about where I want to retire. I want to be in the US, I want to have a dock with a couple boats that I can use daily, minimal extreme weather (hot or cold, the idea of having "seasons" is over rated in my book), relatively free of jerks
, preferably within an hour of a major city and it needs to be "middle class" affordable.
Where do places like this exist?

50 miles from the US with a sizeable airstrip within 2 miles of the house. No income taxes, minimal property tax and not too many rules!

I may do something like this. But the last thing I want in retirement is an expensive house. I just need a place to lay my head. I would rather have a $300,000 house a $400,000 CC and a $1.5MM Pilatus. Now you are set up and good to go.
