What are symtoms of power steering pump going and/or not working well??

Slow speed, fast speed, not real difference (feels "lumpy" at speed, not sure how to describe it)
Running stock merc steering on this boat, gimbal was upgraded to an HP gimbal. And cable moves smooth.
It is the original pump for 1990 (not sure what the life spam is either)

Can't be the gimbal, that is a new HP bravo, moves smooth. And the cable for the steering moves freely as well.
So I think it can only be the pump or the power steering rack.
If that rack is going, what would the symptoms be of that?

that should be the old style valve(2 piece) with 2 small steel lines connecting the 2, replace with the later one piece one but you will need to replace the hoses going to pump usually as they use o-ring fittings vs flair, easy change over
