Not sure about 1996 but on 1998+ there's a fuel pump relay located near the ECM that you should check out.

Dumb question.......but is your gear shifter perfectly in Neutral?

If the neutral safety switch is tripped a bit it makes the engine appear dead, non-responsive, no crank. I've been guilty of this....even to point where I get pissed and start checking fuses, relays, etc. only to find out the shifter was bumped against the switch. I have a habit of jiggling/re-centering the shift sticks every time before starting now. With my old boat that had aftermarket ECU, I got used to not worrying about it because switch was disabled, when I went back to Merc/MEFI ecu's on new boat, sure enough the neutral safety switch pissed me off at the launch ramp when one motor wouldn't fire and acted completely dead.....

Yes the plastic forks on the kill switch lanyard get weak and while it looks like it engaged it is not fully engaged. Try holding the button in a different see if that makes a difference.

No power on either side of what ? What wires did you test to determine this ?

Edit in: don't need to answer above. I get it. Read what you said wrong.

If anyone wants to look at the wiring chart, look at Pg 42 of this .pdf:
