Steering issues... need some guidance.

What's happening?! Hope every is having a nice kickoff to summer!
I've run into a steering issue, and need some suggestions on the cause as well as a fix if there is one. I've had this happen three times now... the boat seems to get loose and either steers on its own, or doesn't respond properly to steering inputs, and only in flat clam water; in the rough she's solid.
A few weeks ago, trimmed up to maybe 6 on the indicator and running about 60 in calm river water, the boat didn't seem to want to respond to steering, almost like she was drifting through turns instead of sticking. Yesterday, on the same water, she did the same... heading toward a marker and needing to turn to port, she wanted to drift/skid into the turn; not very confidence inspiring. Then while while running hard to make some bridge openings (ICW between Virgina Beach and Chesapeake... two bridges and a lock) the boat decided to vear off to starboard almost like she was bow steering. Again, trimmed up to about 5 or 6 on the indicator. This was scary enough to make me come off the sticks, with people coming out of their seats!
If I keep the trim at 3 (where the drives are level with the hull) this doesn't happen. So what's going on? I've check the steering play and all is good. Again, this doesn't happen if the water has some chop.

I've heard the same... I was going to take them off, but never got around to it. Interestingly, she only does this when the water is like glass. If the water is churned up, no problems.
