Fuel Pressure Regulator 1997 7.4 LX MPI

On a 1997 7.4 LX MPI is it possible to change the fuel regulator on the front of the fuel rail with out taking the upper plenum off?
Also are the bolts 5\16 inch?

Yes done it twice now with traditional wrenches. Can't recall the bolt and nut size.
