Default Closed cooling question

I am planning out a closed cooling system for installation over the winter, When installing closed cooling, does the oil cooler and power steering cooler get connected to the raw water loop or the antifreeze loop? My gut tells me the raw water loop.

I don't have closed cooling but I have the factory manual for small block V8's. On the info I see the oil coolers are not part of the closed cooling system. ie. they are on the lake/ocean water side.
