just received two scoops.class 1 style.planning to resize and put them on 28 skater.what do you think ? are these better?

Youwould really like the new scoops. Less parasitic drag (no big deal in offshore) but greater air velocity into the motors. It might take a while to get used to the looks, but that is personal preference. Most of this technology and design comes from auto racing. You will see this style scoop on nearly all the current Pro Stock cars. It must work.

Where do you source the new scoops? I have an application they might work well on.

I received the scoops from afriend who is working in c-1 organization.but the ones i have are for bigger boats. planning to resize them otherwise they will be 2 big for a 28 boat.

From purely an asthetic view, I like your current scoops much better. I like understated: Smaller or no scoops, simple or no graphics, etc.
