Default V-drive steering

Took a 97 Regal Commodore 322 out for test drive today. It has the 7.4 FI engs with V-drives.

The steering wheel was very difficult to turn but did function. Is this normal for a V-drive? Is there supposed to be a power assist or is it just a stiff control cable? I've never driven a cruiser with V-drives before.
