Alpha one gen 1 lower acorn anode seals

Hello,
I have gen 1 alpha one drives, and in progress of transom unit rebuild. I started replacing the lower bolts that hold the acorn anodes, but found that there is a seal between the anode and bolt (round inside, outside), and bolt and transom (round outside, square inside). When I check merc manual #6, it shows just one stating that there must be a seal between the transom and bolt. If I look at parts lists, I see a seal behind the bolt, and a washer behind the anode.
I have a kit with bolts, anodes and just one seal. Is this seal supposed to go between the transom and bolt, or bolt and anode.
Googling does not seem to help also.
So my question is, is there supposed to be a seal between the bolt and anode at all. Is it installed wrong before in my case, or am I missing a seal, or a washer.
